Ecuador's labor regime has undergone a series of changes for several years that, directly affected the only force that can lead to the development of peoples, the worker. For several years, they have tried to understand the current labor legislation, without even realizing the situation that is actually experienced. The current Constitution of the Republic of Ecuador guarantees people the right to work, a source of personal fulfillment and the basis of the manifest family economy. However, nothing is said about job stability that must go hand in hand with established law, for faithful compliance with the principles established in labor matters. The purpose of this research is to make visible the existing legal gaps in labor regulations in the Babahoyo canton, affected by COVID-2019. In the present investigative work, the stability of the Ecuadorian worker is analyzed, based on the current employment situation, as it is a social phenomenon of vital importance for the economic and social development of the country.

ABSTRACT

Universities and study centers have been forced to change their teaching methodology due to the threat posed by COVID-19 in Ecuador. The impact on the family economy has had a direct impact on university students, making it difficult for them to acquire basic resources for university development and the acquisition of knowledge for the training of future professionals. The stoppage and extensive confinement have led the Higher Education Institution (IES) to promote actions to resist the economic impacts of the temporary or partial closure of the universities. E-learning has been an essential tool for the continuity of university studies, with the help of Information and Communication Technologies (ICTs). It is noteworthy that currently, Ecuador presents a series of factors that affect the development of education in higher education. That is why this work focuses on analyzing and determining the potential factors or causes that slow down the development of university education in times of COVID-19 through the use and analysis of the Delphi method.
